Recently I had pixel repetition in PS downsizing tool snuk in, was horrible, trashed all results.
Bilinear or bicubic or even bicubic smoother are better algorithms mostly for downsizing. If still in doubt, a very very subtle blurr can also help.
Not sure about the filters name in english but „unscharf maskieren“ (non-sharp masking) is also used to increase low resolution image apearance for web. It is a bit a playground imo, depends also on the image what settings I use for that one, no static recipe. -
