i use photoshop's save for web (legacy) menu and adjust color amount, dithering amount, and lossiness until it is at a right balance of quality and file size. sometime you also just need to delete like every third frame. the online tools are less manual and can do a lot of this as well but i think you get more control in the compression via photoshop
