Correct. When you submit a card to the rare doge directory, you renounce all claims on the card.... Rare Doges are for fun and for sharing, we don't want any of the "Your not allowed to print a physical of my rare pepe card that I created, I am going to sue you" nonsense that we have seen in the past with rare pepes..... As a designer, you can still claim you created the card and have bragging rights, but it is entirely up to the card holders/buyers what they want to do with their owned card, including if they want to print physicals of their card, or publish a billboard with an image of the card on it, etc.

so I think it would be ideal to put something like "share the rights to the art of the asset." Since with the previous rule, anyone who right-clicks and saves, can publish the card for a commercial purpose, without having to have acquired an edition of the asset. (Although I don't think anyone is that stupid to do that, but who knows ... I could be wrong.)
