The agency doesn’t, the words do. I’ll have to read the source docs later but, this doc using words like fiat, digital asset, hard fork and airdrop are good things right now. Maybe not ideal in the given context but it will help educate the masses. If bitcoin were illegitimate, they wouldn’t try to tax it and use financial terms as above. I know BTC doesn’t need legs to stand on, I’m a busy person and that was my quick mobile response.
