1) it’s a database ledger composed from immutable data on Bitcoin.
If the ledger parsing code is altered, different ledgers can be generated.
Anyone can pull a copy of the source code and make their own modifications and call it WOTEVAPARTY.
At this point in time the current official node code and generated ledger is 9.6.1.
2) Counterparty is a meta protocol, not a chain. Anyone can run their own federated node and have their own local copy of the ledger.
The protocol has no centre.
The tools by which many of us interact with the protocol Xchain.io and FreeWallet.io are under the control of @jdogresorg.
They are tools he has personally built, provided and maintained, so those tools are 100% centralised.
Xchain.io currently unavailable.
UPDATE: Xchain.io is available again as of around 22:00 UTC 2024-01-12, possibly a bit earlier, I'm not sure.
3) There will always be a majority consensus ledger.
Which one that is depends upon majority social consensus.
Anyone is free to alter counterparty code and run their own modified version of the ledger, producing an alternate reality.
4) Your dank memes are safu.
Perhaps don’t try to make new dispensers until someone who deeply understands where things are at says that’s safe.
Wait a week or so and those who can answer authoritatively by virtue of their provision of core infrastructure and tooling can give you better answer on what tools are safe and up to date on the majority consensus ledger.
Things are evolving rapidly.
Right now the only available block explorer is xcp.dev and the best wallet to use is rarepepewallet.wtf. -

I am unaware of the ledger version currently parsed and served by those hosts.
I don’t know whether those hosts are serving data from JDog’s 9.6.2 ledger with a fee for issuance of numerical assets.
Any risk would presumably be limited to an XCP charge on the issuance of numerical assets on JDog’s version of the ledger that would not be visible on 9.6.1.
Perhaps they have been reverted to 9.6.1.
I have only spent 6 of the last 24 hours trying to stay abreast of changes so I cannot provide a definitive answer.
Only @jdogresorg can answer this question. -
BTW I'm not sure why the stamps guys (numerical assets) are being offered an 80% discount on asset creation (0.1 XCP vs. 0.5 XCP for named assets).
It might be better to charge a 0.5 XCP fee and use it to fund development. -
