This is a subjective opinion, but I think that it is not the Bahamian government that sells ethereum through 1inch. No government would be so reckless as to sell a bunch of tokens with slippage on market. Moreover, this address is in the top 10 Ethereum holders. This is a long process, cause all govs are slow and everything goes only through a ton of bureaucracy. If it were really the government, then everything would go through an auction sale or OTC deals. But here is the proceedings against the exchange are still in progress, so the government would keep all the tokens in the state in which they received it even if that were Bitconnect tokens
