easiest interface will be rarepepewallet.com when its working again. its an interface for the dex which is a protcol level dex on xcp which rides on btc. you can also interface with it all in freewallet.io some others who are dex users can explain. i have done a lot of my accumulations in the otc auctions which @theogoodman and @rarepepetrader run on a regular basis

if you see the card in a dispenser you have one caveat to be aware of. if its a good deal and mutiple parties may try to access it like a vending machine and when the block resolves only one party will get it if that was the only one...its a rare event but just happened as per this most recent thread

It was the cp protocol/server software which went down.. had to do a fix to continue parsing txs.. should be coming back up

It can go down, and has. What happened today was the counterparty-lib choked on a tx made by someone trying to do invalid operations that a normal GUI wouldn't allow. All fednodes running Counterparty halted.
It's not totally undesirable in the embedded consensus model either. You want these independent nodes to be in lock-step with each other, arriving at the same conclusion, even if that conclusion is to halt and catch fire.
In the 12 hours or so that the issue was live, it'd be possible to have broadcast XCP txs into the blockchain, they just wouldn't be effectuated until the network of nodes went back to validating blocks and updating. -
JDog and pataegrillo handled it well. It's kind of nice too, from a debugging standpoint, it's very clear at which block and which tx it failed and you have the data in the blockchain you can investigate right there too.

The actual issue today was someone issuing a numeric asset which collided with the asset Id of an old 14 letter asset, which caused things to blow up… this issue has a fix in place to prevent this parsing issue in the future… initially the protocol allowed 14 character assets to be registered, then the founders/devs limited to 12 characters to reserve room for numeric assets….. the numeric asset issued today just happened to collide with one of these longer asset names…. Pretty rare occurance…. Sucks cp was down for a few hours but that specific issue won’t happen again, and the CP codebase has been further hardened 😀👍🏻
