No. I have created a counterparty wallet with the intention of sending xcp there, to exchange them for pepecash. Then I found the rpw, and when it offered me to use the counterparty phrase, I did.
Then I sent the xcp directly to my rpw, along with some btc. My counterparty wallet stayed empty even when I received funds into rpw, which is why I think something got fucked along the way

that´s why it´s called a watch only address. Why did you import it that way? You should just enter the entire 12 word passphrase to counterwallet and see your address that way, not import some address as watch only into another wallet with a different passphrase. Or what wallet did you import your addy to? Also why did you "send" XCP to the rare pepe wallet if you supposedly used the same passphrase that you already were using in Counterwallet. If that was true then your XCP would have already been visible in the rare pepe wallet and you didn´t need to send it. I am assuming you send to a wallet with a different passphrase which you didn´t write down.

I suggest you go to counterparty slack and ask for help there if you want to continue pursuing this, I think you have exhausted the capabilities of the members of this chat in the past couple of hours who have been very patient with you. There are plenty of videos and tutorials around and helpful people that you could have consulted before sending a large amount of funds without being sure what you are doing.

sorry but I don´t think you did it properly. had you properly entered your passphrase all the assets you had in counterwallet would have immediately appeared in rarepepewallet too. If you did not confirm that before taking other actions then I don´t know what to tell you. That would have been the proper time to start asking for help rather then blindly sending a big amount of funds to this new wallet without backing up your private keys
