2. Restricting via pepecash weighted vote (risking whales voting their own cards in, or bribery/corruption)
3. restricting via mike (which he doesnt seem too keen on)
4. Restricting via dictator elders (less people to bribe)
5. Restricting by creators/cards held (risks oversubmission and hoarding) -
