Yes. Well from everything I recollect back in the day, Mike was particularly careful to screen out and reject any submissions that smacked of anti Semitism, or any other overt racism or discrimination.
There are a couple of Pepes that lampoon specific people who may happen to be Jewish, or Catholic, but that lampooning was of their conduct and nothing about their religious beliefs.
OG Rare Pepe scientists and Mike himself of course are the only ones who can speak authoritatively as to curatorial policy.
I’m just sharing from what I observed being here since late September 2016. -
I went to a boys high school in the early 1980’s where around 1/3 of the boys were Jewish.
They were usually ones who told the most hectic Jewish and N and other kinds of racial/religious jokes.
The WASP majority were generally very tame in their humour.
But of course things are very different now than they were forty years ago. -
Most WASP jokes were about Irish people from memory :)

Although the hair is hilarious, I think that the facial expression is what makes it one of the most memeable rare pepe's ever and why it is considered the "Mona Lisa" of Rare Pepe's. The facial expression is pliable to the interpretation of the observer.
