I've mentioned a few times that this is related to the behavior of the current version of Bitcoin that Counterparty runs on..... @chiguireitor should be able to tell you more... something having to do with the bitcoin core code not relaying transactions below a set fee..... that is why you see CP transactions pending for a long time for low fees..... they get accepted by the xchain.io public node, so the txs are seen on xchain.io, but they are not relayed to other nodes..... This behavior should be resolved the next time we update to the latest version of bitcoin core.

It's probably a node configuration option and there's some default that's from bitcoin core. And it's probably per kb or per byte. I will try to Google to it later, but I can't imagine it being more than 1000 satoshis or so.
