That depends on what you mean by "fully functional". We will be adding features to Horizon Wallet incrementally until it supports more and more of the functionality of the Counterparty protocol. We'll have some juicy new features out this week. :)
Right now we're also seeing some intermittent timeouts for certain API requests, and especially for certain addresses. We're working to get that issue resolved asap. -

Just my two quarters but I think moving away completely from the way dispensers look and operate at the moment and go full atomic swap would be a great improvement and will attract a lot of new people.

There's no public roadmap for the wallet, no. We're going to fully support both. Obviously atomic swaps are "better" because they're trustless, but we also get a lot of demand from existing users for dispenser features + better UX. We want to attract new users while simultaneously supporting existing ones. So many people have built businesses and communities on the dispenser functionality.

Side question — I notice that every time I log into Horizon, it asks not only for my seed phrases, but also for me to "Please create a password."
It seems t me that once I have created a password, I should be able to use it the next time without creating a "new" password (I use the old one, but it's a bit odd to have to fill in fields to create a password for every login.) -

I have my browser privacy settings rather high, so it does not maintain passwords after the session.
BUT it still seems like I could login using just the password, OR alternatively after I have given the seed phrases for a new session I should be able to enter the already created password instead of creating a new one every time. -

and yeah Munehisa your difficult with dispensers has nothing to do with dispensers per se. the wallet is just making some calls to look at the balances / events for your source address and it's timing out, calling the action to fail. we need to speed up some API calls in the node to address it properly. there's an open issue for that—should be resolved shortly https://github.com/CounterpartyXCP/counterparty-core/issues/2603

for the moment, if you're having difficulty with any actions on Horizon Wallet, try using a different source address as a workaround. it will probably resolve the issue.

As far as the development of features go for the wallet:
I would greatly value the ability to set up offers to exchange any token for any other token and not be bound by common trade pairs. Currently, as far as I know, the only route is to edit the source on rarepepewallet.wtf -

It's now a single action to open a dispenser on an empty address. It's a pretty straightforward workaround for the change in dispenser functionality in Core v10.4.0 👆

It's sold out/reached its cap and I want to open another one, but I'm getting an error in the wallet that it's "already opened for FREERAREPEPE."
Is there a way to use the wallet to close it, or am I screwed? -

if you don't specify the end block then it shouldn't autofill. it'll just be unspecified, so the fair minter stays open

for FREERAREPEPE,
I started with an issuance of 2 in my wallet. Created a Fairmint for 21 cap. 19 more were issued. Currently it appears "complete" at fairmints.io and tokenscam. Yet, the wallet still reports it as being open.
So, I'm trying to figure the cause, so it does not happen to others, and the remedy, hopefully. As it appears now, if I were to "destroy" my two original pre-fairmint issuances, then the fairmint could run its course and close itself having reached the cap?
My whole intention was to fairmint some PEPEFAUCET, via new IOU subassets, but then because of that bug, found a new scope with a top level asset. So I have created open orders for several Rare Pepe, but none of them have been matched. Instead, one user seems to have gotten half of the available supply. Hence the need to fairmint more, as the outcome was less than fair with a squatter involved. Ideally, I pictured it as an educational tool to help onboard new users/collectors, but now it seems to have become another serving of pudding to eat.
It seems that I do not have "destroy" available as a command in Horizon (or ninja or rpw). I have not found a need to destroy until now :/

There's a problem in the protocol with detaching UTXOs. The fix will activate in about a week.

v1.3.9 of Horizon Wallet has just been released 🎉 Now when creating a dispenser, you will have the option to open a dispenser on a new address, whether or not the current address already has an open dispenser. NOTE: for now, we only support creating a dispenser on a new address from segwit (bc1q prefix) addresses.

How many hours & changes have you made to the dispenser code? You should have just left it alone instead of dividing the community and confusing everyone at the same time. Many of us refuse to use cp until the original functinality is brought back

Its really cool to have that and that the functionality can be replicated this way. With taproot I guess even with just 1 transaction instead of 2. it's not even a Counterparty thing. it's basic Bitcoin transaction construction. we added it to our (free and open-source) wallet in a couple of days. the change to the protocol (*to close a security vulnerability*) was planned for months and months. we intentionally decouple wallet and protocol dev to avoid any potential conflict of interest. people demand a lot more vertical integration than befits a decentralized ecosystem...

I am unclear if this is just an event in my environment, but if it is intentional, is there a reason for this?
Personally, I think it would be better to fix it so that it is more than 2sat/vbyte.
