Yep that’s correct, to patch a security vulnerability. Ongoing changes to bring it down to 2 and then ultimately there will be another protocol revamp where you can pack multiple counterparty transactions into the same BTC transaction

Wonder why that is, as it was working with 1 or 2 before?

It’s been discussed at length, but basicallly before it was possible to create a dispenser on an address you didn’t own. So someone could do something like dispense illegal images from an address you owned without your consent. Then, to patch that vulnerability JDog added AddrIndexRS which is an unmaintained piece of software and forced counterparty to be single threaded forever. This completely throttles the performance and needs to be addressed before adding a bunch of new cool functionality to the network that greatly increases the number of transactions. Counterparty needs to keep up with bitcoin, otherwise it’s dead in the water. So all of these are in service to a long term vision where Counterparty has thousands of times more transactions per block than it does today.

Somethings need more attention many people use and depend of counterparty economy, and the last group of error affect to all the community, so I think that u need take precautions and test first the updates in a sandbox for no broke the system. @Gabdevs Yep. The vast majority of the twenty-four (!) releases we've made over the past 11 months have fixings bugs and resolving tech debt in the codebase that has languished terribly over the past few years. (https://github.com/CounterpartyXCP/counterparty-core/tree/master/release-notes) When I rejoined the project in January, the automated test suite had been failing for at least six years (!) It took ~3 weeks for a node to even catch up with the Bitcoin blockchain. Because of these issues and many more, we waited a full *nine months* before making even a single protocol change. By contrast, there were two forced "protocol forks" that were made just last fall, in the absence of any rigorous testing at all. One of the many reasons that we had to change the behavior of dispensers in v10.4.0 was to allow us to resolve a serious source of instability that was introduced during one of those upgrades. We've also closed serious security vulnerabilities that regularly caused user loss of funds. These were all real problems that we were tackling, and they were of course motivated first and foremost by the needs of the community.
The protocol changes for v10.4.0 that activated a week and a half ago contained a number of critical bugs that slipped through our test suite. That caused a lot of downtime. We should have caught those issues. You can read our full post-mortem on the website (https://www.counterparty.io/news/counterparty-partial-network-outage-post-mortem/) which includes an analysis of those bugs and plans for how to avoid introducing similar ones in the future. Also the free public API servers were totally overloaded by people rushing to use the fair minting feature, which for like 48 hours constituted up to 50% of all Bitcoin transactions (!) Fortunately, we've been able to increase the node performance and beef up our infrastructure to be able to handle much larger request + tx volumes in the future.
Despite reports to the contrary, we're trying very, very hard not to rush anything. Every step of the way, maintaining backwards-compatibility and feature-parity has been our highest goal. Okay, but I've been asking things like that many times since I think they are quite important things for the community to know and many of my questions were ignored or answered rudely. I even think I sent you a private message because I thought that maybe you didn't want to answer some things in public to avoid a fuss and even so you saw the message and didn't answer. So these kinds of things are what bother the community. Obviously it causes uncertainty and discomfort in those of us who have been part of the protocol for many years. So it would be good if those who manage the telegram group were more communicative in this regard and made known the problems that arise in the community. Not everything is solved by speaking badly to others. My father was a man with a very strong temperament and it was my attitude that made him forget that he solved things with me in those ways. He recently suffered a rather strong stroke and the only person he trusts is me. So what I want to make clear is. Being communicative and making known what is happening, taking precautions and this type of things is one of the main things that they should have as managers of a community like CP.

We disabled P2SH encoding of transactions in the API because it's been broken forever (https://github.com/CounterpartyXCP/counterparty-core/issues/2277). Rather than fix it (for some marginal cost savings for some transactions?) we're directing our efforts toward using modern, supported methods of storing data in Bitcoin transactions much more cheaply (https://github.com/CounterpartyXCP/counterparty-core/issues/1375).
We didn't make a protocol change. If someone wants to use P2SH today, all they have to do is revert this commit: https://github.com/CounterpartyXCP/counterparty-core/pull/2290/files
