The burn addresses that were used in the past predated the protocol-level burn functionality that was added later. If you're asking whether previous cards sent there are considered burned, they are. If you are asking whether you can burn by sending cards there, I would recommend doing the protocol-level burn so all clients can discount it from the supply (instead of needing to watch particular addresses) -
