Can some Doge only be burnt for XDP and cannot be used for creating Assets? I had 10 Doge and couldn't create a new asset. But burnt it into xdp.

I believe that you use your xdp when creating assets

Named assets and subassets require a bit of XDP to create (anti-spam fee)..... numeric assets only cost DOGE to create (assets that start with A and look like A4832948230823)
